During the hunt acceleration haste event. Why bother reducing the rune spawn times if players won't be able to use them until their 15 minute cooldown has passed? it leaves it for other players to "steal" and once your cooldown has finally ended, there might not be a rune spawned at the time, sooo you're actually losing exp over time rather than gaining it (hypothetically), which sort of diminishes the worthiness of the event to hunt.
