[BUG] Decent Combat Orders lowering damage

Bug type: Skill interaction

Brief bug summary: Blaster's 4th job move Shotgun Punch damage gets lowered when used with the buff decent combat orders.

More details: Blaster's main source of a damage amplification comes from their 4th job skill Combo Training II which increases there damage by 5% final damage per stack, stacking up to 10 times which results in a total of 50% final damage.

Decent Combat Orders which increases all 4th job skills levels by +1 increases the amount of final damage received from Combo Training II by 1%, resulting in each stack giving 6% final damage and 60% final damage at max stacks. A resulting 10% final damage increase.

However when the damage is tested on a on a target with battle analysis running, significant difference can be found when using shotgun punch with and without Decent combat orders. Focus your attention on Total Damage and Average Damage on the top middle of the Battle Analysis and the Max and Min damage (per hit) at the bottom left. On every test besides the Shotgun punch, everything goes up by roughly 11%~14%, 10% from the boost extra 1% per combat training II stack and the remaining from everything else decent combat orders increases. Shotgun Punch on the other hand has a 36% decrease in min damage while still receiving a 8.9%~ damage boost in max damage, this ultimately resulted in overall damage loss of 1.2% in the 11 second test.
