Mysterious Storm Growth Potion - once per char

Brief bug summary: Mysterious Storm Growth Potion can only be used once per character lifetime.

More details:
The item "Mysterious Storm Growth Potion" has the following description: "A Storm Growth Potion made from mysterious liquids. One sip can grant 1 level, so it is most effective at higher levels. Can only be used by players level 100-199."

Last month, the attendance gave two of these potions as rewards (inside giftboxes).
Today, we recieved another such potion as a Hot Day gift.
However, when attempting to use more than one potion on the same character, we get this message: "You can use the Mysterious Storm Growth Potion only once."

As you can see, the description says nothing of this restriction. It is also an illogical restriction, because many people aren't working on leveling more than one character at a time. Stands to reason that if events give out the same item more than once, a character should be able to use it more than once.

Steps to reproduce:
1. Be a character between levels 100-198
2. Acquire two Mysterious Storm Growth Potions.
3. Use one potion. Observe that you have leveled up.
4. Attempt to use the other potion. Observe error message as pictured above.
