Permanent Equipment Covers, but no?

The site is saying that the listing of items is on promotion and permanent. My interest was to buy this equipment in specific:

Leatty Hat 6,600 NX 1,000 NX

However, this item and some others despite being announced as permanent in the game are as long as 90 days.
Is it a bug here? I want to buy before the promotion ends, but I want it permanent.
