(Quest) Hayato Magnus Prequests glitched

Newly made Hayato character cannot receive the quest "Supporting Heliseum Reclamation HQ" from Beldar

Steps to reproduce:
1. Accept lightbulb quest "To Pantheon"
2. Complete quest by talking to Beldar
3. No lightbulb appears above Beldar for "Supporting Heliseum Reclamatino HQ"
