Skin changes to Light on character creation

Bug type: Character Skin on creation changed from tanned/dark to Light.

Brief bug summary: Self explanatory. When you make a character on any world (i tested several for clarification) with dark or tanned skin, the skin changes to Light once the character is made.

Steps to reproduce:
1 - Create a new character
2 - Select character skin (dark or tanned)
3 - confirm creation. The new character has Light Skin and not what was selected.

Character name: RikuGonall

Character level: 1 (Ive deleted and remade a few times in the hopes this was resolved)

Character job: Cannoneer

World name: Luna.

Date and time of the incident: Issue has been around since migration, but for the sake of this post, 8/12/2016 (DD/MM/YYYY format) 21.20pm UTC/GMT.
