Bug type: Cannot start quest

Brief bug summary: Unable to start quest even though I am above the level requirement for said quest.

More details: My character is part of the burning

Steps to reproduce: Going to try and start the quest and not able to start it.

Character name: Celestious
Character level: 121
Character job: Mercedes
World name: Scania
Date and time of the incident: 10:44 PM PST

    Do you have a lightbulb over your head? Because you'll need to click that before you can start Ephenia's quests.
