Unable to start "Will of the Five Planet 4"

Bug type: Quest inaccessibility

Brief bug summary: Quest "Will of the Five Planet 4" under Momijigaoka is inaccessible for me

More details:
NPC Princess Sakuno does not offer "Will of the Five Planet 4" quest to my character, possibly due to job or level (lv222 Phantom). Another friend of mine (lv162 Evan) was able to complete the quest with no problem. Another friend (lv212 Dual Blade), however, was not able to start the quest. I am assuming that either the quest is inaccessible to thief jobs or to characters over level 200.
Below is a image of the NPC missing a "quest offer" or "quest in progress" emotes and proof of completion of the "Regards, Takeda Shingen" questline up to the point I am stuck.

Steps to reproduce:
As a level 200+ thief job character:
-Progress through the "Regards, Takeda Shingen" questline
-After completing "Will of the Five Planets 3", attempt to accept the quest from Princess Sakuno, to find that there is no quest offered

Character name: Arengesus
Character level: 222
Character job: Phantom
World name: Reboot
Date and time of the incident: 1/1/2017 1:00 AM (PST)
