Can't create Character

Okay this is not about the greyed out button, but when i press Create Character, it told me to enter my PIN, and then log in to a random character in my account, i can't create new character???

    This is exactly what is happening to me, can't find a fix so I can't even make a burning character for event....

    Ok, so i dont know what exactly did the trick but i was having the same Problem.
    I checked the MS files with the Steam launcher and it found 2 errors and downloaded the files.
    After that i logged in again and changed my PIC. It asked me for my PIC one last time and finally im able to create a character.
    Hope this helps you somehow
