Unlike most other damage increasing passive skills, Veteran Formation instead treats the damage boost as an invisible % damage buff instead of the usual final damage or %p damage increase to the skill.
>More details:
Unlike most other skills within the game, that either act as a multiplier or flat point increase to the damage, veteran formation appears to act as a % damage buff akin to that of a link skill or none skill specific damage boost. As a result the amount of damage dealt by skills boosted by the effect is severely diminished compared to what it should be.

Using Formation Attack as an example:
The skill originally does 110% damage, should formation attack work like any other damage increasing skill which serves to enhance a specific given skill, then the damage should be raised to either: 275% damage, or 260% damage if the skill acts as a 150%p damage boost.
Instead, due to the current method of acting additive to existing % damage and % boss damage sources notable on the status screen, the value granted acts significantly less and falls off fairly quickly around mid game.

Using the expected 275% damage as an example, the following damage values should be achieved:
With 100% extra damage between regular and boss damage, total damage should be 550%
With 150% extra damage between regular and boss damage, total damage should be 687.5%
With 200% extra damage between regular and boss damage, total damage should be 825%

Instead, the following damage values are more accurately dealt:
With 100% extra damage between regular and boss damage, total damage is currently around 385%
With 150% extra damage between regular and boss damage, total damage is currently around 440%
With 200% extra damage between regular and boss damage, total damage is currently around 495%

Which is significantly less damage than what should be being dealt by the skill, should the formulas correctly apply. The same problem with damage also applies to Defensive Formation and Baby Bomber skills, resulting in a significant impact in the damage they deal as well.

>Steps to reproduce:
Pre-Requisite: Veteran Formation skill to be at-least level 1, preferably maxed, alongside the ability to easy raise and lower character damage % values.
1. Use the Formation Attack skill, noting how much damage the skill does.
2. Raise the character's damage % values through other means, either a buff or other skill.
3. Use Formation Attack again, noting how much damage the skill does.
4. Compare predicted and obtained damage values

    After further investigation, it turns out I've and many others from the looks of places like reddit, have long since misinterpreted how these skills work.
    From what I can tell, most enhancements that apply a % damage increase, rather than a % point increase or replace the skill, have been replaced gradually over time with new classes only receiving the latter two options.
    The reason for this being it turns out it's universal for skills that grant a % damage increase to a specified skill to treat it additively to damage % and boss damage % rather than an increase to the skill's % damage.

    So yeah, turns out it's not a bug and instead somewhat archaic mechanic being replaced for most classes. Feel free to lock / resolve / delete this thread as it's based on a misconception and isn't actually a bug.
