Final pact bug

Hi everyone!
I recently noticed that final pact skill is bugged. I tried to kill chaos zakum, and noticed that when he hits me 99k, final pact is not working and i died.(This is an example, i tried it with basic monsters).
I read about that you need to toggle it, to make sure its on, but both toggles mode(1 with the lock, second without it), are not working. i hope anyone can help me with that :)

    second, how do i know which toggle mode is the on and which is the off?
    The lock icon represents on or off mode?
