Can't create a character in EU Reboot

Hi,

I can create a tera burning character in every single server except for EU Reboot, including NA Reboot. Any ideas as to why?

    Tera burning is once per region. If you already made a Tera Burning character in Luna, you will not be able to make one in EU Reboot.
