    Hi guys. I have the same problem. I completed the whole [Silent Crusader] questline including the quest [Silent Crusader] A Crack In Time. However, I see no [Arkarium] A Crack In Time quest. Bastille in the Three Doors does not give me any quest and he just says "Keep your head clear and be swift!". The portal next to him does not allow me to enter as well.

    hey all, I'm not sure you all have found a solution yet but I seem to have found a way around this bug.
    First I went into the silent crusade shop and bought the "silent crusade transTicket"
    > used the ticket
    > forfeited and accepted the quest again
    > Then Bastille should teleport you to ToT map :D
