Literally can't open Nexon Launcher

Maplestory works on my desktop but as of recently no longer works on my laptop - back in the Destiny patch it worked, but haven't tried since then (around August). No matter whether I try to launch through Steam or the Nexon Launcher, literally nothing happens. There's no loading window, no frozen screen, just absolutely nothing. Steam says the game is in progress but nothing happens. Looking at the task manager, neither Maplestory nor the Nexon Launcher ever even show up as active programs.

Things I've tried
- Uninstalling and reinstalling the game and the launcher
- Editing Windows Defender to allow apps permission
- Using regedit to modify SoScreenMode
- Running as administrator
- Running in compatibility mode
- Updated my drivers; also updated to Windows 11 (not sure if that's a mistake, but it didn't work before either)

Curious if anyone else has had a similar problem - this is the first time I've ever seen this.

    Maybe you have to allow it in your firewall?
