Pirate Event...how to upgrade to Tier 3 ???

i got the 5000 require coins but wont let me

tryed getting 300 daily coins in case it was a requirement like with Muirhat shipwreck but thats not it
tryied party planner both at the pirate pq directly from spiegelman and from the tent icon on the left of the screen
talked to every npc in the pirate event map

i'am out of ideas..other than i may have to upgrade lower tier buildings to unlock T3 but i'd rather not spend on those if possible

    You won't be able to do that until the third phase of the event, I believe that will start the 18th (tomorrow)

    thx for info...would be nice though if they added a little msg in-game in the party planner saying "next rank lock untill date X"
