Hayato skill conflict? Noto (4th) & Shogetsu (5th)

Not sure how these skills go hand in hand, because Shogetsu Form (learn in 5th job) by description has the character entering the Noto state and Noto (learn in 4th job) by default is... the Noto state... so did Nexon just duplicate a skill? If not, what are the differences between the two and how do players use them effectively against mobs and bosses? So confused, the skill description does not exactly help, the Update Note even less helpful :/

    Shogetsu Form is used for your main burst. It will put you into the noto state for 20 seconds but still follows the normal noto rules.
    The Noto skill itself only lasts for one use, it exits the state after one successful use of a Battou skill. So you want to use Shogetsu Form, Battou skill, Noto then another Battou skill.
    Noto will also be used for your mini-burst after 60 seconds, since it only has a 60s CD instead of 120s like Shogetsu Form.
