ChuChu Island Locked?

Sooo... I finished the entire Arcane River Quest line (to the end of the NPC pewfing and giving you an Arcane Symbol) and got access to the dailies and finished it once before reset and after reset. Now, I attempted to access ChuChu Island, but couldn't get to it. Before you ask, yes I am Lv210, finished the Arcane River questline and attempted to hyper teleport rock there. I have also attempted at using the "Guide" but it doesn't work. I have looked at the light bulb for new quests, but nothing (I looked at it like 5 times to see if there are any new quests). Is ChuChu Island actually out or is it locked? The patches notes say we have to be Lv210 and it is out. Anyone else try access ChuChu Island?
