It says damage increases +20% for every less targets hit which is up to 60% damage if hitting 1 target, but afterwards it says increased damage is doubled. Is that true? If so then instead of +20% damage, it increases by +40% per less target.

Why not just state it as +40% for every less targets hit instead of saying +20% and increased damage is doubled?

    Ignore the description it's totally wrong. You get 20% bonus damage when hitting a single target. The end.
