Is there a new way to get Shield For Matt/Att 60%

I saw a bunch of stacks of 100 60% scrolls Shield Wep/Matt/ 40% onehand scrolls for 9-20m ea. I was just wondering if these might be duped, since they are very low priced and in high quantity - or there is a new way of obtaining these types of desirable scrolls. I play on BERA btw.

    You can get 1 for ATT and m.att if you do Krexel quests. I can't really say if mobs in Ninja Castle keeps dropping them.
