"It's Snowing Mesos" event fix.

The patch notes for today's update say the following:
"The 'It's Snowing Mesos' event will be available all day from 12:00 AM - 11:59 PM (UTC)."
Does this mean Nexon's just making the event available all day or are they actually fixing the bug where the quest doesn't appear at all for a lot of players, including myself, and are thus unable to do it even during the correct hours?

    Not to mention Luna, where it doesn't run at all.

    Also, if they're doing it for Snowing Mesos, why not for Bingo?

    It has been fixed for Luna, however I am hearing several other servers are still having issues.
