How Long Is New Account Limits/Restrcitions?

Hello, I was wondering how long the new account restrictions are, I just want to buy a store permit.

    I believe you have to be over level 33 with an account that is over 1 month old to buy your store permit when using NX Credit.

    But I believe you do not have a time restriction if you use Prepaid NX.
