How do I use the Determination points?

I've gotten 10000 Determination points and click on the Spark of Determination at the Maple Alliance Outpost but Neinhart just says they're investigating it. Is it not active yet or am I just not understanding how to use it? Also, how do we get Alliance Medals?

    Correct. Come the 28th when Moonbridge opens, you can turn all previously collected determination into Alliance Medals in order to a) increase your Alliance rank and b) start unlocking new tabs in the Alliance shop.
