Amoria The Sakura Garden 2 still can't be complete

Amoria: The Sakura Garden 2
even after the last update's bug fixes list include the line: "Fixing an issue where multiple quests could no longer be completed: Amoria: The Sakura Garden"

but still can not finish the quest because Jacob, the NPC, is'nt available.

Am I missing something with the bug fix?
