[SKILL] CALL OF CYGNUS GLITCHED?

I'm a 203 Dawn Warrior and I did the required quests to hopefully receive the skill, Call of Cygnus. However, after finishing the "Shinsoo's Gift" quest I only got the Experimental Expert Passive. Can someone help me?

There were reports that if you take your 5th job advancement before doing the quest for Call of Cygnus, you won't get the skill.

I haven't heard of this being fixed, even though these bug report threads are six months old.
