I was wondering if the event ends on the 31st as in it totally shuts out and we cannot participate anymore or it is the last day to do it on that date

    Generally speaking, when the update notes or in-game event list say an event ends on day X, it means at 23:59 on that day. That is, day X is the last day on which you can participate in the event.

    However, there have been cases in the past where someone coded the end date/time to be 00:00 on day X, which means that as soon as the date becomes X, on the stroke of midnight, the event stops. That means the last day to participate is actually X-1.

    We never know what it's going to be, so I personally always aim to finish events the day before the date stated in the update notes (or in-game event list).

    Related to above statement, does that issue with the times on the event list? Like the event list will says 24hr 1m, but then when the day goes 0:00, the 24hrs disappear?

    The problem is that the event list seems to be typed in separately from the event data itself, instead of reading the same data as one would assume.
    This means that occasionally they have the in-game event list showing different dates or times than what happens in actuality. The latest example was the V Coin shop closing while the event list in game said it still had 24 hours to go.
    So you can't really trust anything.
