Bug type: Unable to progress zero questline

Brief bug summary: When trying to progress the zero questline, after finishing Chapter 1: 1 Goddess Teardrop, I am unable to continue with 2 Master Thief Phantom.

More details: When progressing throughout the Zero questline until Chapter 2 : 1 Goddess Teardrop, you would be able to continue by talking to a npc with a quest bubble above its head or selecting continue from the story button and menu. However after finishing Chapter 2 : 1 Goddess Teardrop there is no way to continue as there is no npc with a quest bubble and the story button and menu give no option to continue with the storyline. The next quest Chapter 2 : 2 Master Thief Phantom is not available to be selected.

Steps to reproduce:
1. Continue Zero questline up until Chapter 2 : 1 Goddess Teardrop and finish it.
2. Be unable to continue with the Zero questline.
