Can Beginners get Frozen gear?

I was thinking about burning a perma-beginner, do they get frozen equips? What about the level 30 equip box that comes with it aswell? Also what about Noblesses?

    They can receive the armor, but not any of the weapons. I discovered that with my perm Noblesse (whose currently Lv 146 ).

    There are still several ways to get okay equips. I'm loaded with info when it comes to starter classes.
