Eluna Crafting - unable to craft higher level?

I crafted a skill exp pendant at 2000 rocks because i thought you could just upgrade to higher level with more rocks, found out you couldnt so saved up 5000 rocks to make lvl 5 and now I cant. Only care about the EXP skill so theres no point in using other rocks.

is there any chance of this being changed?
