Bug type: In-game skill issue

Brief bug summary: I created a new Cadena today and maxed out her jump and speed skills as early as possible, to facilitate easier map navigation. I checked my character stats though, and even though The Way of Shadows is at level 10, her speed is still listed as 100% instead of the 120% it should be. She also is clearly not moving at the correct speed, so it's not just a text error.

More details: Didn't there used to be a section of the detailed character stats that showed your character's avoidability stat? I can't find that anywhere either.

Character name: CadenaKelp

Character level: 17

Character job: Cadena

World name: Khaini

Date and time of the incident: 11:00 a.m., 11/30/2017

I made a post about this on the Maplestory subreddit, and a guy commented there saying that the skill increases your max speed, not your base movement speed. So this is less a glitch and more a text problem.

So what is the diference between max speed and base movement speed?
