Root Abyss boss shop with no shop ability

Bug Type: Functionality
Brief bug summary: The shop Fedric de Blanc that randomly spawns after a RA boss has no shop ability.
More details: Fedric has no items for sale and the player cannot sell to him as well.

Steps to reproduce:
1)Defeat a Root Abyss boss
2)RNG spawn the shop
3)Click the NPC Fedric de Blanc and attempt to use the shop.

Character name: FiveADay
Character job: Shadower
World name: Reboot
Date and time of the incident: 12/2/2017 at 11:20 EST

    it means you're a hacker, you need to tick off your item filter

    There's always some asshat that says it's hacks. This has been happening to me for months. All characters and almost every time. Once in a while the shop will have something in it but very rarely.
