So what level do people start doing dungeons? and where do they meet to group up for dungeons on the reboot server?

Maplestory doesn't have what you might consider typical raid dungeons like in other MMOs (we have theme dungeons, but this is basically shorthand for story-based area content like Korean Folk Town, Ellinel Fairy Academy, or Mushroom Kingdom, which are all quite good, but not what you're looking for). There are party quests, however these aren't done often unless you have a dedicated group that wants to do them for fun (I.E. not for rewards) or, as there has been in the past, there is an event running that requires a party quest. Dragon Rider Party Quest (level 150+) is done because the Leafre Codex card set gives +30 Ignore Defense and the Dragon Rider cards are necessary. Hungry Muto is also done because it's the most efficient way to obtain Chu Chu Island Arcane Symbols.

Most people group up for bosses. Typically this includes Chaos Root Abyss, Hard Magnus, Hell Gollux, Lotus, Damien, and Lucid, depending on your level and your damage (Lucid being the strongest boss in the game at level 230, like you can see in this video of Slatymate's solo run on his Thunder Breaker). Boss runs are usually done within Guilds, so you ought to join one if you want to have a consistent group to fight bosses with. You can, however, ask other users on the forums/subreddit/discord if they want to go with you on bosses you're having trouble with. Random parties forming in-game is not a common thing, sadly, however you can occasionally see super megaphone announcements from players looking for party members. You'll have to be active and seek out a group to go with, rather than expecting on to recruit you.
