Cannot access to Shop permit and Meso Market

Started to play at around the Cadena introduction which was 29/11/2017.
It has been far more than 2 weeks and I cannot both access to Shop permit and Meso Market.

    What server are you playing in? Reboot does not have access to either of these.

    Otherwise I'd need more details, is there an error message produced? What does it say? Are they simply not visible in the shop?

    EU server (Luna)
    there's a message when i clicked on the meso market lady saying that it is not 13 days*
    as for the shop permit, the buy icon is grayed out

    That being said. If i create another character does it refresh the 13 days timer?

    No, there is a restriction based on level that does apply, though. The age restriction refers to account age, not character age.

    I'm looking for the exact restriction, but it may be longer than 2 weeks. I'm not particularly sure what the exact numbers are.
