The website's login and billing are secure. "Not secure" just means it's not using an https connection; http connections are used for the forums and main website (where no sensitive information is entered). Steam does this too, as does the Minecraft Forum.
If a site is possibly a security risk, your browser will display a warning and require user verification before visiting said website (note that this doesn't mean that the website is a security risk, as Safari produces a security warning when visiting my university's student login page).
Also note that https does not guarantee security; HTTPS is a certificate used to denote that the information is sent over an SSL or TLS connection, and does not denote total security or that a website is "good" (scam websites can purchase HTTPS certificates too).
Google has been pushing for the acceptance of HTTPS by altering their site rankings based on HTTPS acceptance, but the impact is relatively small.
