Can't Climb Rope when Starting at Floor Level

Bug type: Functionality

Brief bug summary: There is an issue with the ground level ropes in Commerci Republic: Canal 2. Standing at floor level, you can grasp the rope and start to climb, but cannot climb more than ~.5 cm before the character stops climbing and will not go further up the rope. The rope works normally if you jump onto the rope and climb either up or down, but not starting at ground level. None of the other rooms in Commerci Republic, to which I had access, repeated this phenomenon. Screenshot image is available if necessary.
