Shining Santa Boxes Not Always Awarding Gift

Brief bug summary: I noticed while opening some Shining Santa Boxes that I would not always receive something from opening the box. I started out with 80 boxes on my character and opened 20. Of those, I received 19 gifts. I opened 10 more to check and received 9 gifts. From what I can see it doesn't look like it just got skipped in the chat, I couldn't see any increase of items in my inventory or refreshing of the buff.

I'll be opening more boxes later on my other characters so hopefully, I will remember to track things. I feel like this kind of bug has been around before with other boxes but usually, like many players, I mass open my boxes so I don't catch missing a few every now and again.
