Tot's know-how not appearing?

I made a new explorer character a few days ago and I never got the tot's know-how to show up.
I thought perhaps that the guide was no longer avaliable, however, I made a new burning character yesterday and it has tot's know-how, so I'm wondering if this was a glitch with the explorer's class or if it's slowly being phased out.
Either way, if it's a glitch, I'd love to have it fixed, since I rely on tot's to help with equips and puffram is really useful.
