I canceled a quest from Pepper I believe (It's been a while since this happened, I tried to get a response at first but never got one), and then her quest did not reappear. The projection at the end of the labyrinth has a locked quest.

    Name of the last quest you finished? Some quest only appear in the quest log at a certain location.
