Hi,
Maplestory GMS has been released since May 11, 2005. There are currently 7 regional versions of the base game (Korea, Japan, China, Taiwan, SEA, Thailand, and Global [NA + EU]). There has been immense amounts of content added to the game, and Maplestory's code is unwieldy at times and utterly broken after some patches.
Some examples of this:
1) Large amounts of untradeable/unstackable power elixirs that exist in the game's code.
2) AFK bans while sitting in town after a patch (the Nova patch comes to mind).
3) Various duping exploits that result from Nexon's code that still exist (even to this day).
4) Not really a example of broken code, but large amounts of map data that still exists in the game (Henesys Hunting Ground 1, Monster Carnival Exit Map).
5) Legion UI bugs (sometimes the legion UI still stays in your UI even after leaving legion raid map).
6) Lucid Pet Potion Pot bug (finally fixed, but it took a long while and was a serious issue)
A suggestion moving forward (not easy to do, but perhaps a step in the right direction):
Merging of game patches across regional versions to ensure that regions have the same class/base content.
As for things such as flames/nebs, that balancing aspect of the game is an entirely different beast that I don't have enough meta knowledge to even begin an attempt at tackling.
But,
equalizing all shared class skills/mechanics should be a priority in streamlining the game itself. It is
important that developers across regional versions of the game are aware of how each class is coded so that regional content when broken is easily fixed. For example, the Sengoku classes should be the same across all regional versions of Maplestory.
Back in 2014, TMS/JMS had a serious issue with Kishin and had to change the skill effects to the following:
1) REMOVED increasing spawn cap from 70% to 0%.
2) REDUCED increasing spawn rate. (see below)
3) No Kishins 7560ms(millisecond)
1 Kishin 5400ms
2 Kishins 4320ms
3+ Kishins 3240ms

JMS as the original developers of the Sengoku content should have priority on how other regional versions of the content is treated. They would know their coding the best and can effectively create fixes should the classes ever be broken. In addition, the same content patch across all regions would make it easier to push out new updates for the classes in the future.
But, what does this change have to do with GMS?
Simple.
Kanna botters have been a huge problem in disrupting the GMS economy, even in Reboot. Real money trading is against the TOS and nothing really has been done to prevent this change. The vast majority of meso/eboss botters and/or Arcane droplet service providers in both Normal Servers and the Reboot Server are Kannas. Equalizing Kishin across all regions will help regulate the economy since these botters cannot continue their illegal activities.
1 billion meso in GMS is about $1-$1.5. 1 billion meso in KMS is about $64. The KMS in-game economy is much healthier as a result, and this is reflected in their RMT prices.
