Remove NPCs at Jump Quests from Come Find Me

So I got another Come Find Me quest since they're ridiculously easy. So I open the next one up and see a guy with a cap. I'm not sure who he is so I check the guide and find out he's in the Henesys Pet Walking Road. And you know where he is? At the end of a jump course.
