Job Balancing - Undiminishable Edition

After 4 months since the last Job Balancing in KMS, where also the ARK update had no skill changes whatsoever, the latest batch of skill changes is finally revealed.
I call it Undiminishable Edition, because many regular Damage boosts from skills are going to be converted into Final Damage boosts, eliminating Diminishing Returns, and the FD numbers are usually going to get smaller, for the sake of game balance.
KMS has already done so with:
- Night Walker's Dominion
- Wild Hunter's Extended Magazine
- Xenon's OOPArts Code
- Zero's Resolution Time
And in this Job Balancing, the following skills will no longer have Diminishing Returns:
- Paladin's Elemental Force
- Bowmaster's Reckless Hunt: Bow
- Corsair's Fullmetal Jacket and Quickdraw
- Cannoneer's Cannon Overload
- Cadena's Muscle Memory 1/2/3
- Angelic Buster's Trinity and Finale Ribbon and its Enhance Hyper
- Illium's Crystal Skill - Wings of Glory
Phantom will no longer be able to steal and use:
- Paladin's Elemental Force, probably due to having no FD downtime compared to Dual Blade's Final cut under normal circumstances
- Bowmaster's Reckless Hunt: Bow, probably due to having a higher FD than Dark Knight's Cross Surge
- Shadower's Smokescreen, probably due to its %HP Damage Reduction
Other notable skill changes include:
- The Thief Common 5th Job skill Last Resort's remaining duration will now be halved upon entering its 2nd Stage
- [When a bonded party member exits Paladin's Divine Echo's bond range, Elemental Force and Sacrosanctity copied to a party member will now be removed]-(NEW)
- F/P Archmage's Poison Nova's explosions caused by Mist Eruption will now have a 50% Final Damage penalty for having 4 or more Poison Nova clouds exploding on the same enemy
- Bishop's Holy Magic Shell will now finally reduce %HP damage by 10%, [but also the time before you can receive Holy Magic Shell again will be greatly increased]-(NEW)
- Corsair's Eight-Legs Easton will now set your Stance to 0% while in use, but if used with the Down Arrow key, its attack range will decrease, but you will not be knocked back by enemy attacks, probably in the same fashion as Hero's Cry Valhalla and the Warrior Common 5th Job skill Impenetrable Skin
- Corsair's Target Lock will now gain Final Damage based on the difference between the number of enemies hit and Target Lock's max number of targets
- Mihile's Royal Guard buff will now only lose 1 stack instead of all, if the buff expires
- Blaze Wizard's Towering Inferno, Dragon Blaze, and Cataclysm will now remove Ignition from enemies, allowing you to reapply Ignition immediately, which in turn gives you Savage Flame Charges faster
- Wind Archer's Merciless Winds will now inflict damage over time
- [Night Walker's Dark Omen will now be usable in the air]-(NEW)
- Aran's Maha's Carnage will now be usable while Maha's Fury is active, and doing so will reduce Maha's Carnage's cooldown by 50%
- Phantom's Vol D'Ame will no longer be able to steal the Invincibility buff from enemies
- Luminous' Eclipse state and Equilibrium state's visual effects will now be toggleable by right-clicking their skill icons
Blaster's Ammo reload time will now be shorter, while Advanced Charge Mastery will now only reload 1 Ammo instead of 2 when using Charge skills (AVERTED)
- Kaiser will now finally have a Return Skill
- Cadena's Chain Arts: Pursuit's Dark Sight effect will now last 3 seconds
- Illium's Lucent Brand 3's Attack Speed increase will be relocated to Wisdom of the Crystal
