That skill is Kanna's Shikigami charge, has about 70-80ish range, needs to be attacked or left for a while to explode and most importantly a 7 sec cooldown. It does not do as depicted above as what [Removed] was doing. They also had a snail teleporting around collecting everything for them which is why there are no drops on the ground save for that glove that just dropped.
Reporting did nothing and sending in a support thing about it did nothing but get an automated response so I'll just do it here.

Removing that would just punish new users or those veteran users who just need something to loot items. Making account creation harder and patching their hacks should be a better approach.
That typically results in people falsely accusing others of hacking with little to no evidence, or worse, fake evidence. Additionally, even when the users are guilty, the threads and comments typically degrade into nothing more than insults, rants, arguments, and generally unacceptable behavior from non-rulebreaking users.
Reporting on the forums is not going to get someone banned faster than reporting through a ticket. You sent a ticket, that is what you are supposed to do, not post it to the forums.
Additionally, the character you are accusing is not on the rankings indicating a prior or current ban. Please be aware that GMs do not tell users the status of investigations for reasons similar to why the forums have the naming-shaming rule; the response is always automated to avoid toxic behavior, such as witchhunting and false accusations. This should have been clearly specified in the response given to your ticket.
