Soul Enchanting lvl 30 weapon?

So I got a lvl 30+ soul from steller detective PQ, and so I wanted to use it on my Orca Bro weapon, however I don't have any means to soul enchanting the weapon because its a lvl 30 weapon and the regular soul enchanters you find are lvl 75+.Is there some way to soul enchant it?
