[Tynerum] So Close, So Barrier

I'm trying to finish the Tynerum quests, but I've gotten stuck after the "[Tynerum] Monstrous Overcrowding." I don't remember clicking the book above my head to finish the quest, but my quest window says it's finished. See here. I can't find the quest in the subject line in my Available quests. Did I mess up or is there someone I missed?

    The NPC is at the end of the maze (right portal at the top right corner of the maze).
