[Kanna] Unable to Accept Quest 'To Each His Own'

Hello,
I started a new Kanna-Character. Unfortunately the Level 25 Quest 'To Each His Own' from the NPC Naoe Kanetsugu in Orbis can't be started. When I talk to the NPC and click on the Quest nothing's happening. Also the NPC is displayed on another position on the Mini-Map than he actually is.
