[Orbis] Helping the Orbis Locals (Missing Quest)

The quest ''Pixies Cloud Piece'' is not available to accept and thus I cannot achieve the medal ''Helper in the Clouds'' from the Orbis questline.
I'm playing a Beast Tamer.
