Arcane River level requirements

Hey. i've been reading about KMS's final part of Black Mage (and the upcoming for GMS), the "new beginning" patch.
Maybe I've got it all wrong - but, does Arcane River level requirements has been removed?
Is it means that one can visit a harder level areas now?

    Nope, we get new areas however (We get Tenebris as permanent area. Moonbridge - Lv245+, Labyrinth - Lv250+, Limina - Lv255+)

    You still have to complete your 5th job advancement to even enter the arcane river area. I'm not really sure where you saw the level requirements being removed or what you may have misinterpreted to mean that.
