Brief bug summary: Unable to continue with the "Power of the Spirit of Lightning" questline

More details: As the brief suggests, I have had this issue happen to me two years ago in February 2017. This is part of the questline that starts off with "Empress's Might", a quest that involves looting very rare drops for Explorer branch only. After finishing that quest, you get to follow it up with a five-chain quest line to unlock a beginner tab offensive skill based on what class you are playing as. For pirate, It's "Hawkeye's Shark Wave" and the quest name is "Power of the Spirit of Lightning". Each quest completion gives you one whole level of the skill you unlock.

The issue for me personally is that after doing the first two quests, thus giving me 2 of the 5 levels of "Hawkeye's Shark Wave" skill, I haven't seen the quest show up. I cannot continue at all, as it doesn't show up on my In progress or available quests. I can see the two quests completed related to the skill in completed tab.

As it's been bugged for me since 2017 and possible really hard to reproduce, I don't know what to do. It may even be a unique bug to my own account, as i've had other quests bug on my account before.

Steps to reproduce, albeit unlikely:
1. Complete Empress's Might
2. Start and Attempt completion of each "Power of the Spirit of Lightning" quest
3. Have a chance to bug the questline to not show up?
