Where did the runes go?

Alright so I didn't pay too much attention to the runes until step-up told me to use one and I have not been able to find a single one throughout the places you can go to when you are level 55 or under, I tried restarting the game but that did not work. So if anyone has answers please let me know.

    If you're looking in theme dungeons, the sub-60 ones were overhauled so that 1) mobs are now instanced per-character(like the event hunting ground maps) and scale to your level up to level 59, and 2) runes, elite monsters and elite bosses no longer spawn within them.
