can't use a protection scroll on a 5sf equip

Bug type: Use item, functionality

Brief bug summary: i tried using a protection scroll on an item with 1 remaining enhancement left and full 5/5 star force and it says i can't use scrolls on the item, even though there should be nothing limiting me from being able to.

More details:

Steps to reproduce: aquire hat with 5 stars as maximum star force, use all enhancements, use clean slate scroll until one enhancement is returned, aquire protection scroll, see video above
