100% ATK transfer on gloves?

So I know for sure there is a way to transfer the bonus scrolls for ATK on gloves. But I fail to replicate it and only get the 100% DEF scrolls on transfer hammer.
And clues?

    Needs to be above a certain level. I don't remember off-hand what that level is.
